ISRA Legislative Alert - SB1966 with House Amendment 1 - May 15, 2019
|
Representative Kathleen Willis has become the house sponsor of SB 1966, originally titled "PUBLIC DEFENDER BAIL PROGRAM", and is using it as the vehicle for her anti-gun initiative "FIX THE FOID ACT" under House Amendment 1. ISRA lobbyists are still going over this legislation, expect a more detailed alert tomorrow May 16.
Please be aware of these points: 1. While the bill is scheduled for a hearing in the House Judiciary - Criminal Committee on May 21, the bill information in the witness slip creation form appears incorrect, it should offer the selection of the House Amendment 1, and at this time it only offers the original bill. Please do not submit a witness slip at this time. 2. The original Senate Bill 1966 is replaced by House Amendment 1. Follow the link and carefully read the amendment for all the details, but be aware that this amendment is adding and removing language from existing law. 3. The amended bill forces all sales to go through an FFL, requires fingerprint submission for FOID cards, removes FOID cards from minors who commit any misdemeanor other than a traffic infraction. 4. The amended bill creates additional red tape for FOID card holders, a five year expiration and a $50 fee, but the FOID applicant will have to pay for fingerprinting and for the ISP to run a background check on them so the true cost will be between $200 and $500 to get a new or renewed FOID card. 5. The amended bill creates more ways for a FOID holder to become a prohibited person and be forced to turn over their firearms to law enforcement, Please call your State Representative and urge that they oppose this poorly written infringement on your rights. If you need to verify who your Illinois State Representative is, please use this lookup at the Illinois State Board of Elections. Be prepared to fill out witness slips on the amended bill, when the witness slip creation page is clarified. Richard Pearson ISRA Executive Director Check out ISRA's website at www.isra.org!
